Rachel Bilson Spotted at Tattoo Parlor

Rachel Bilson was spotted at Freak Chic Tattoo Parlor in West Hollywood yesterday but she was just there to support her friend. The former OC actress didn't end up getting a Tattoo but was there laughing with friends as they went under the needle to get inked.
